
Married since 1994, Victor and Teresa have 2 children: Fernanda and Hugo. Víctor has a bachelor’s degree in Public Accounting from the Universidad del Valle de México and a master’s degree in divinity from the Reformed Theological Seminary (STR).
Teresa has a master’s degree in surgical nursing from the Autonomous University of the State of Morelos. In the year 1997 they started their first church “Puerta de Salvación” in Cuautla, Morelos.
In 2000 they started the first daughter church in Tlayacapan, Morelos and from 2004 Víctor coordinated the work of the Network for the Foundation of Churches of the H. Presbytery of the State of Morelos. There are 5 new churches that were started in that period. In 2006 he founded Fundamentos Para La Familia to support ministries promoting the gospel as the means to better the welfare of families and individuals in society.
In 2008, Victor began his studies to obtain a doctor of ministry degree from the Reformed Theological Seminary in Orlando, Florida and participated in special training in counseling at Mars Hill Seminary in the city of Seattle, Wa. In the fall of 2009 he participated in Founders Intensive training at Redeemer Church in New York City.


Throughout 2010- 2019, Cruz planted El Redentor church and several sister churches in Mexico City. He also invested heavily in building relationships with other pastors throughout the city. Through conferences and training events a catalytic group of pastors— including others who had gone through in-person training in New York City with Redeemer Church—joined together to form the Strategic Alliance For Mexico City in October 2019.
Today Victor serves as an advisor and director with the Mexico City Hub a Partnership between Redeemer City to City and the Strategic Alliance For Mexico City. This partnership seeks to transform Mexico City socially, culturally and spiritually through the work of gospel centered churches, organizations and ministries committed to glorifying God.
